Packaging Design Now Needs a Calendar
The EU packaging transition is phased. Collapsing it into one deadline creates bad sourcing, tooling and inventory decisions.
The European Commission states that new packaging rules began applying on 12 August 2026, with requirements phased over time. Its summary identifies 2030 restrictions for selected single-use formats, including small shampoo bottles in hotels. This is not a 2026 ban on all beauty miniatures or an immediate instruction to replace every cosmetic pack.
Tooling, compatibility testing and component procurement can lock in a system long before a requirement is fully operational. A pack chosen on appearance and unit cost alone may create avoidable redesign work. A rushed response to an incorrectly reported deadline can also destroy usable inventory.
A heavy durable outer pack only creates an environmental proposition if the refill system works in practice. Recyclability also depends on components, collection and instructions. Brands should separate legal dates, sourcing milestones and internal tooling decisions, and request a component-level bill of materials plus the evidence behind each environmental claim. Exact SKU obligations still require the regulation, implementing measures and relevant jurisdictional advice.
